Abstract
This study aims to explore the impact of top management team behavioral integration on enhancing creative performance, while examining the mediating role of strategic flexibility in public administrative institutions in El Bayadh Province, Algeria. Its significance lies in addressing the research gap related to the scarcity of studies that have examined this relational model in the Algerian public sector. The study adopted a descriptive-analytical approach, and data were collected through a questionnaire administered to a stratified random sample of 213 employees representing 24 institutions, then analyzed using SPSS and AMOS. The results revealed a significant effect of behavioral integration dimensions on creative performance, with a significant mediating role of strategic flexibility. The study recommends adopting modern management practices that enhance behavioral integration, support institutional innovation, and develop strategic flexibility within public institutions.
